Yes. Live TV takes the TV signal, buffers it, encodes it (if it's a
bt8x8 card) and then writes it to disk. That all means that Live TV is
~ 3 seconds behind the actual broadcast. Because there's a buffer you
can pause/rewind/fforward etc.
