answered my own question
I set my timezone to /etc/localtime -> /usr/share/zoneinfo/EST and rebooted.
Now the guide is correct.

I ran mythfilldatabase again but nothing is changed. It has got to be something to do with a daylight savings time setting but I can't figure out where to look.

I thought that too, so the first thing I did was check my time (obviously) and then ntpq. I have the correct time. NTP is running and ntpq shows 4 peers all within 2 seconds of my system time.
