The PVR250/350 is MPEG2, not MPEG4 as the poster asked.
I transcode from an MPEG2 PVR250 stream at 4mbit/sec, 720x576 to MPEG4 1000kbit/sec 360x288 on my system, and it seems to do about 20 frames per second.
This is a P4-2GHz.
Playback of the resulting file uses around 20-30%
So it is my experience that transcoding is not realtime on my PC, but playback is. Recording from raw frames to MPEG4 might be easier on the PC than transcoding.
