Actually, it already exists and has for some time. Why this particular list isn't in gmane seems shrouded in mystery, but there are some others that are.
Cause there were issues when someone went ahead and signed up the list for gmane and Issac didnt know it, and spam came thru the list. Check the archives for more info on it. We seem to have this topic come up once every 3 or 4 months.
