It means they've simultaneously granted our request to review the flag order and thrown it out.
Also: correct me if I'm wrong: but this ruling doesn't prohibit asset owners from inserting the broadcast flag into their streams. Correct?
Correct, it just permits the makers of tuners and receivers to ignore that bit entirely, as the pcHDTV card does.
