NTP should sync up regularly - if not, there's possibly firewall issues getting in your way, or maybe ntpd isn't running? Try running "ntpq -p" and you should see a list of peers - if the first column is a * next to any peer, that means you're sync'd up properly, otherwise you've got ntp issues. As to keeping in sync when you're not on the internet, you'll have to have an ntp server running on your lan, and set it up as your only peer.
