What exactly needs to be done to put this to rest. This is, on the opposite side of the fence, starting to take a place next to the Orange/Yellow/Whatever colors for the terror alert. Basically, if someone starts saying "it could pass" after a while, people stop caring. What can be done on a more permanent basis by us, Joe public, to ensure it doesn't, ever.
