In my file under [mysqld] I have "bind_address = 192.168.1.11" but of course you should use your server's IP numbers. I'm guessing that the default is skip networking to be on if it's not specified but the bind will override that. This is a helpful page: http://dev.mysql.com/doc/mysql/en/server-system-variables.html although the bit on bind is awfully brief (follow the link to section 5.3.1).
