Nowadays instead of mailing patches you're supposed to open a ticket at
http://cvs.mythtv.org/trac/ and attach the patch to that.
Also, recently some folks were adapting myth for use in India, you
might want to search the dev and users list (also at gossamer threads)
for India to see what they had to do to support a new country.
