Yes.  In the event of a tie, lowest card number wins.

If so, it seems
to be a bug to me as it should not matter which one the recorder picks
in my case.
It's not considered a bug because the "Avoid conflicts" option allows you to get the behavior you would get otherwise, but with a lot less complex logic involved in making the decision. No ties means there's always one right answer.

Anyways, I'm glad if the option you mentioned changes the behavior to
I'm preferring.
