You need some kind of graphics card, just to install the system. But you can buy any old cheapo linux supported card, or use the onboard video if your motherboard has it, since you don't need decoder functionality.

For the frontend, unfortunately you still need something fairly powerful because you want to do HDTV. Others will be able to better advise.
