This is just plain guessing but I can clearly see the similarity
between what you describe and my police radio example...
Well, I think I see what you mean. Maybe not all the settings are
available as config items in the setup GUIs either. Only someone who
knows a lot about the internals might know how, or if, any fine tuning
can be done.
