That's strange. In another part of the hauppauge site

Which implies that the MPEG decoder is only used for
TV-out, while VGA out uses software decoding. That's a
contradiction to the passage you quoted. I wonder
which version is correct.

Maybe it's grammatical.
Play those videos onto your PC screen, or your TV set with the WinTV-PVR-350's hardware MPEG decoder.
In which case both statements are true, play them on the monitor or use the hardware decoder to play on the tv.
