The frontend and mythweb allow you to specify per-schedule whether to
run the commercial flagger or not, but I don't see any option for
transcoding.
You can select one of the quality schemes. I have set the Default scheme to automatically transcode to MPEG4, while the high quality scheme is set to not transcode. So I can turn off transcoding by selecting "high quality"
