NTP is Network Time Protocol and allows your PC to synchronize with time servers on the internet that are synchronized with the atomic clocks maintained by various governments. Broadcasters probably do not care to synchronize their broadcasts with the atomic clocks, so your PC will be more accurate that your Sony VCR.
