Is it possible it could be the modeline causing the problem? Have you tried running the NVidia TV-Out config tool or setting up your xorg.conf file with a specific modeline? I'm using a basic ATI 9100 Radeon on-board chip and S-Video connection, and the video quality is very good. I'm sure you should be able to improve your TV-Out experience!
