An update:

I went ahead and tried "irrecord" using an ATI Remote Wonder configured to use unit code ID 4.  The resulting lircd.conf file was identical to the file generated previously using an ATI RW with the default configuration.  The fact that the files turned out to be exactly the same was a complete surprise.

So now, I don't know an easy way to generate an lircd.conf that will respond to a uniquely configured ATI RW.  A hard way would be to press each key, note which code is being generated by looking in /var/log/messages, and hand-coding the lircd.conf file from that.

Other than this "hard way", I am temporarily out of ideas as to how to get the system to respond when this line is added to /etc/modules.conf:

options lirc_atiusb unique=1 debug=1 mask=0x0004

But there are a lot more combinations to put through the trial-and-error process,
so I'll keep trying.
