Before one of the scheduling gurus gives the proper reasons, I would infer that as the priority of prog A is higher, this takes precedence even though it is repeated later and stops the recording of B. What are the results if you increase the priority of B to be the same as A? As long as both channels have the same priority, the scheduler should (I would hope) notice that prog A is repeated and then schedule the way you were expecting.
