[ warning: newbie speak ]

Is there a command line tool available for slicing and dicing MPEG2-TS
according to time without re-encoding?

I tried using mpgtx at first but found it has timing issues with
MPEG2-TS.  Then i poked around and have only been able to come up with
projectx.  Is there not another command line tool for linux generally
available?  ... is everyone just waiting for mpgtx next release or
something else?
