I have been killing myself trying to figure out a solution for the following:

A semi-large to large network of 25+ TV's with various inputs on a
mythTV network.
It basically boils down to, what is the cheapest Linux box I can build with TV output? Considering the cost of just a case is more than the $20-30 you quote, it is a difficult prospect at best. You could easily forgo hard disks by going with a network booting system and while multiple frontends per box is doable, the problem then shifts to IR control from multiple sources. All in all, it is a losing proposition...

However, there is an intersting project, MythRoku built on the Roku HD Photobridge devices. While not cheap ($200) for a basic frontend compared to a MediaMVP, it is very very cheap considering that it does HD playback.

I don't think you're going to find an answer given the cost restrictions you have placed on the frontend, but there is a variety of options for you if you are willing to meet the cost requirements and Myth is certainly flexible enough to handle the implementation.
