I am using DVB too, HD-3000 and in the US here.

  Chris, I just tried watching a Movie I recorded last night from another channel (Head of State) and it doesn't exhibit the issue... it works like it's supposed to.  I watched two commercial breaks worth and it was perfect both times, I then rewatched Starwars II for a couple of breaks and it was about 30 seconds early both times.  The recordings that don't work are coming from my FOX station.  They may have FPS rates on commercials while ABC doesn't.  Unfortunately, I don't have any movies from other channels currently.  I hope this information helps.

Peter, On a side note: If you want to get nuvexport working you can do what I did.  Just hack up the *.pm files.  I manually hacked the ffmpeg.pm to get rid of the -hq switch that newer version of ffmpeg doesn't handle and also added some switches of my own.  I'm mainly transcoding stuff like "The Simpsons" and "Southpark" (mostly cartoons) for archiving so I used switches that change the aspect ratio and crop off the black bars and also change the frame rate to 25fps to save space.  Works like a charm!

Good luck and thanks for the confirmation, I was really starting to think that I was an isolated issue. :)
