I live in a rural Southern California area, and behind a hill, so
over-the-air is not an option :-(
You've mis-understood. You are trying to select an tuner frequency
that is least likely to have RF interference from over-the-air
broadcasts. Behind a hill is good. Turn on a TV and flip to
3 then 4 and choose the one that has the least image from a far
off station. If one of them is pure snow, that's perfect.
This isn't a problem for s-video or composite as the signal is
not modulated to a frequency so it won't suffer from broadcast
interference. This is one of the reasons you will be better off
with something other than coax from the box to the capture card.
