Nevermind, I figured out my problem.  I had to make the file executable.  I did so with the following command:

# chmod u+x ati-driver-installer-8.20.8-i386.run

After that I was able to launch the application.

Or on an even simpler note that I just remembered stumped me till I googled
a bit. Did you make the install what ever it was .run file you downloaded
from ati executable?
