I don't think so. I use debian so it's possible that you have to look in a 
different place.
I don't have FC4 box, but you can search for a script in /etc with the name 
hotplug (try /etc/rc.d/initd./hotplug or an other rc* subdirectory)

On my RC4 box these are the only files/directories named hotplug:
