Because delaying a high-priority show to record a low priority show creates a risk that a schedule change could result in the loss of the high priority show. It's a feature. If you want to have the schedule optimized the way you suggest, then the answer is to enable the "Reschedule Higher Priorities" option on the "Recording Priorities" setup page on the frontend menu.
