I've just committed some changes that add support for optional minimum/maximum 
bounds on NumberParameters.

You can optionally specify a minimum or maximum (either can be null) when 
creating a NumberParameter.  If either is non-null then an InputVerifier is set 
on the parameter's text field.  If the user enters an invalid value then the 
field won't yield focus (it beeps and resets the valid value too).

I've made use of this for the BaselineCorrectionParameter and 
NistMsSearchParameter.  All other usages of NumberParameter are unaffected.

I also made some minor changes to the class that were suggested by my IDE's 
code inspection tool.
