Download the Wellon Programmer software at http://www.weilei.com/

 

At least if you set it to a VP290, and a EPROM,  it will load the .bin file and 
split it into Odd/Even. You can then save (and/or edit) the file back to disk.  
While it will tell you the programmer is not connected initially. The software 
will work fine.

                Does anyone have a preferred stand-alone program that can split 
a ROM image into high and low components? This feature on my programmer 
software doesn’t seem to work properly (or I’m just doing it wrong), so I 
wanted to try a separate program.
