If someone is going to do a second run of a board that was ordered from PCBCart originally, then using the original part number and order # will eliminate the tooling costs. PCBCart has eliminated the tooling costs for me even if the boards were originally ordered by someone else.
I've also had PCBCart allow silkscreen changes without a tooling cost (as long as the copper layers haven't changed) but I don't if that's official policy or not.
