Public bug reported:
This is basically a twin bug to lp#1763576: juju-http-proxy and juju-htts-proxy
vars are meant to supersede the deprecated http-proxy/https-proxy, and the two
sets cannot be used together.
If the newer set is used, the pagerduty cron is once again missing the --proxy
option.
