From the REQUIREMENTS file
check_pqsql:
- Requires the PostgreSQL libraries available from
http://www.postgresql.org
this does not help to understand what files are needed .
i assumed it requires a postgresql server on the nagios itself , i installed it
and recompiled the plugin but still it didn't create the plugin.

check_pgsql has been part of the standard plugins for quite some time.
It won't be compiled unless you have the pre-requisites as detailed in
the REQUIREMENTS file however.
