Bob, This appears to be a permissions problem. It sounds as if you have nagios as a member of the apache group, but are you running nagios as "nagios" (user/group) Is Apache running as "apache".
You may also want to check the directories/files to ensure they are a part of correct group/ownership. I know this may sound simple, but it has bitten me more than once.
