Seems like you need to do a 'nagios -v /etc/nagios/nagios.cfg' here to see what it tells you. For what it's worth, I had posted a 'nagios via rpm' how-to type walk through and sample configs including templates at http://www.cognitive-dissonance.org/journal/category/nagios/ and as I get time I'll be adding more. Right now it covers the basics of installing the rpms, and setting nagios up with a host & service template and setup for monitoring a host and webserver.
