Trying to recreate the Oracle client within a plugin would probably be more trouble than it's worth. If all you want to know is if the database is listening, you can always just do a TCP check against the TNS listener port. If you want anything really conclusive, though, you're going to need to connect to the database with an Oracle client one way or another. Using Tomcat but need to do more?
