After installing a new kernel and checking all the kernel settings, we
discovered that overcommit was set like so:

vm.overcommit_memory = 2
vm.overcommit_ratio = 90

setting it back to the default makes the fork issues disappear!

Now we have an issue with the max concurrent checks, but I'll start a
new thread for that.
