Kevin, you can either monitor user services (POP3, SMTP, MAPI, IMAP, LDAP, etc) by monitoring the ports or monitor for existence in memory of processes through an SNMP agent. Windows SNMP agent, written for Windows NT 4, are broken and do not report data accurately. A good alternative is SNMP Informant, which at least used to have a free version. I hear Net-snmp now has a Windows version as well which might work. Path of least resistance is to monitor (service) ports which do not require an agent to be installed, which is likely what you want anyway.
