Following up my own query -- I'm not sure it's resolved yet, but I've found the "view config" option on the web page, which has been VERY useful in figuring out what's going on. For anybody who doesn't know, it shows all the detailed parameters set on various objects. So for example I could see that that I was not in fact getting notification options set. That part I've figured out -- you have to put them in the service definition, you can't JUST have them in the contact definition.
