Because it wasn't sent. Either /usr/bin/printf doesn't exist or /bin/mail 
doesn't exist. Make sure the packages that provide them for your system are 
installed.

Was nagios compiled on this same box? Did you change this command in any way 
after install? Nagios is pretty good about detecting these kinds of things 
during the ./configure phase and/or your package maintainer should have 
detected it.
