This isn't explicitly stated in the documentation, but it seems that flap detection state changes only apply to HARD states. So it's possible that a service check and toggle back and forth indefinitely between OK and not OK (unless max_check_attempts is set to 1) and flapping will not be detected. I tested this with a service that does this and verified the behavior. The Last State Change time gets updated with each SOFT state change, but the % state change for flap detection remains at 0% until I set max_check_attempts to 1 and let it toggle between hard state changes.
Is this a bug or is it by design? Is there a way to include SOFT state transitions in flap detection?
