I had no such problem here in the UK as far as I am aware.

Using Nagios Core 3.3.1 on Ubuntu 8.04.1 and /etc/timezone contains
"Europe/London".

There was a fix in 3.2.2 "Fix for choosing next valid time on day of
DST change when clocks go one hour backwards".
