This seems to be an Apache(ssl) configuration issue not NAGIOS. I'd expect that you'd find more assistance on an apache list. That said... How are you connecting to a remote host using localhost? Localhost will resolve to the local system which makes it generally a non-functional name especially for SSL connections on most setups.
