Well... the BEST camera would be a fancy-schmany Nikon or Canon digital SLR (type with interchangable lenses) with a macro lens and some expensive lighting.
But if you're budget isn't in the $2K range there.... I'm pretty happy with my Canon S2-IS. It's now one or two generations behind and I'm pretty sure the newer models will be just as great. What I like best about it is that it gives me a full manual mode and it has a SUPER MACRO mode that allows focusing crazy close-- I think I can focus from 1/2 inch to 8 inches or something like that in super macro. (It also has a regular macro) And it has a 12X optical zoom.
