Jenny,
No you do not need to remove the gel only thin like you do with liquid and 
powders. 
Once you file some of the previous application, your nail is ready for the 
retouch. 
Gels are great. Hard to master but once you get it you will love it!!

I'm confused about gel fills.  Are gels like acrylic when you do a fill?
Can you leave some gel on the nail and then add new gel over it?  Or do you
need to file all the gel off the nail? Can someone explain why so I can
