I don't see why you couldn't charge at least what you were making at the salon before... Don't worry about NSS as they are not your competition, and if you think you want your nails to be more later on, just set your prices higher now and run specials until you get full. So, I guess you need to be more concerned with what special prices to run... LOL... And retail anything you use that your client cannot just go get somewhere else. I retail every lotion, scrub, oil, nail coatings and treatments, foot files, nail brushes... if you want them to have it to use at home- sell it! You don't have to start out stocking everything at once, that can be a lot of cash, just pick a few items every time you go to the beauty supply as you build it up...
