Great advice, Elaine.  I have a hard time figuring out what to charge for art.  
Mostly because I LOVE doing it.  You just made it super easy.

Here's my late reply since I just got back from Brazil.  When I give my 
seminars I always tell the techs to do two types of pricing (just because of 
this situation).  A per nail price and a per hour price.  So let's just say you 
are getting $40 for a full set (easy number to use as an example)..  I used to 
base this on two hours (even though it would be done before two hours).  So 
your price per hour is $20.  Your price per 1/4 hour is $5.00.

If you are doing animal print on your customer and it takes you half an hour to 
do the nail art, then you should charge $10.00. 

For decals I always say, count the decals per sheet.  Divide the cost of the 
sheet of decal by the number of decals and double that number (like retail).  
If you can get them done during the time you polish (and not add time to your 
book) then it is straight up profit.

Rhinestones i used to get .25 cents per stone.  Now I usually suggest .10 
cents.  So in the Cinapro.com part of my seminar I always say, "Salon cost on 
the Rhinestone kit is $4.95.  There are 400 stones in the kit.  If you charge 
.10 per stone you will make $40.00 on a $4.95 investment."  Where else can you 
make that kind of mark up?

Sometimes, the cost per nail just doesn't work out in the clients mind.  
Knowing the cost per hour and adjusting for the time it takes you will work in 
those situations.
