Alice,
When this happens to me, it is a layer of nail. It sometimes comes from the top 
of the nail. I usually only see this on dry nails. Even the texture is 
different than what we call cuticle. 
Anyway, that is my observation on the few people this has happened to. ;-)

 That isn't pieces of the actual nail...what you are seeing is the non living 
tissue that grows up the nail, it's an extension of the cuticle growth.? Try 
applying your cuticle remover on the entire nail and gently push back with your 
metal pusher,? You will see much of that non living tissue come off.

It's little strips that pull off the nail bed 
(looks like actual pieces of the nail bed) but it always seems to start right 
in 
the middle of the nail bed.

What do these pieces 
  of nail look like?? Are they little chunks or are they more like little 
  strips? Are they hard like a piece of nail would be? I have a feeling that 
  what you are describing isn't pieces of nail, more than likely it's non 
living

Pieces of nail. I am using Spa Ritual's cuticle 
  remover and stain remover. I do buff after but was not sure if it was me or 
  the product or if I was the only one to get these.

I use a?metal pusher and cuticle remover. If you are still getting 
    some tags on the?nail, try a fine buffer. Is it pieces of nail or 
    cuticle?

Question for anyone who can answer. When I do 
    manicures and push back the cuticles I am very gentle but still get little 
    pieces of nail that peel on th nail bed? Is that from me or the product?? I 
    have started using an orangewood stick instead. Just wondering because it 
is 
    only on a couple of nails but enough that it is driving me
