Mobile salon nightmare for rules and laws.

Lordy be, legislature made into a law that allows mobile salon. But 
the board has to make the rules.  what a nightmare.

We have rough draft for a mobile unit type of situation, ya know, a 
mobile RV type of thing, where you drive somewhere and the client 
gets services done IN the mobile unit.(that is the easy one)

Where the problem is when a licensee goes to another place and does 
the service.So many situations we have to work thru.

Does the licensee have to have a mobile salon license to go to a 
clients home, nursing home?
How does an inspector check this?
Does the licensee have to work for a salon to be able to do thIS?
Does the mobile salon license have to also have a salon license?
Can a licensee do this without a salon license?
If the licensee works for a salon, do they need the owners permission 
to do a service outside the salon?
What happens if they are booth renters vs. employees?
If the licensee needs a salon license, then our rules/ and laws are 
extreme about running water, bathrooms, laundry etc., how will they do this?
If the licensee can carry their items with them do we have to 
regulate the minimum of what they need?
If we regulate what they have to take, do we set limits on ---with 
water and without water? (example pedicures, chemical services)
Can a licensee go mobile without working for a salon?

Hundreds of questions!!!!!!!!!! If any of you are allowed to do this, 
will you let me know so I can check your state laws and rules?
