In order for something to "cure" in a UV lamp, you have to add photo
initiators that react to the UV waves that come from the bulbs.  The funny
thing about polish, is the solvents do evaporate rather quickly and warming
the polish does help to some degree by speeding up the evaporation process.

Some rapid dry topcoats are actually made using acrylic polymers rather than
nitrocellulose.  They're great for speed dry but the nitrocellulose is much
better in basecoats as it sticks to the surface of the nail better.

The "air dry, heat dry, and Uv dry" are actually just all using "heat" to
dry.  The UV dry fools you by using the heat radiating from the lamp.  How
can I prove this?  Well, if it were TRULY UV dry, it would have to be in a
solid bottle or daylight would harden it in the bottle.
