The test is ONLY given in ENGLISH!  You need to be able to read, write and 
SPEAK ENGLISH to pass the test!  If your nail tech cannot communicate with you, 
they more likely than not, did NOT take and pass the Ohio Manicure Exam!  I 
often get Nail Supply  catalogs written in Vietnamese.  I save these to show to 
my State Board Inspector.  WHY is it necessary to have a nail supply catalog 
that is distributed within the United States written in a foreign language?  
Again, if you are not FLUENT in ENGLISH, you could not possibly have passed the 
Ohio Board Of Cosmetology test! 
    In 1998, the Ohio State Board of Cosmetology sent me a letter telling me 
that if any of the individuals listed on the enclosed document worked for me, 
they were to be terminated immediately as they were "ERRONEOUSLY ISSUED A 
MANICURE LICENSE" (meaning that they obtained the license thru fraudulent means 
such as paying a state board inspector to issue them a license after they 
failed the test!)  Following the letter, were HUNDREDS of names with their last 
known address.  Hmmm... really!?  Now.. the problem as I see it, is that if 
they could "ERRONEOUSLY OBTAIN" a manicure license in Ohio, then go to another 
state and present said license and obtain a license from a state that 
reciprocates with Ohio, well, it would be like putting Humpty Dumpty back 
together again to trace down all the fraudulent licenses that were obtained not 
only in Ohio, but in other states that accept the Ohio license for a license in 
that state!  How would you ever be able to trace all the paperwork and people?  
Like putting Humpty Dumpty back together again... 
I still have the letter... I often show it to clients who don't believe that 
this could happen in the U.S.A.

Not too long ago a co-worker friend of mine went to a Vietnamese Supply Shop 
and the worker confronted her asking if she wanted a full Cosmo license he 
could get her one for $500 and if she knew of anyone that wanted a Nail license 
for $300.  I know I've heard people say that they used to go to a girl or guy 
that just up and disappeared and when they asked where they were they always 
get the same response oh they went to visit their family back home they be back 
real soon.  

I recently had a client come in and told me a story about her co-worker that 
got a manicure over the weekend and that Monday she came in showed them her 
thumb had a real bad infection and that a red line was forming from the spot 
that was cut while she had gotten her manicure all the way up her arm my client 
told her to go to the emergency room immediately and so she did come to find 
out that she had gotten an infection had to get a shot and 2 different 
antibiotics....All from a service she received from one of the Vietnamese shops 
and probably from someone that didn't have a license!  I told her to tell her 
friend to contact State Board and report the situation immediately. 

I really hope that the public gets hip to what is really in front of their eyes 
real soon...Not sure how many people need to get hurt, get fungus' or end up 
having allergic reactions to products that are not from reputable nail 
companies....I try to do my best to educate my clients with Newsletters on a 
monthly basis in hopes that they can pass the information on to their friends 
in hopes that people become more aware of the services they receive and whom 
they receive them from. 


Thank you for sharing this story with us, only keeps us on our toes to make 
sure we have our licenses up to date and doing the necessary work to be the 
best that we can be!!!

your right some people just don't want to see it, Here in Traverse City Mi they 
did a raid on a Vietnamese owned restaurant they had 13 people who were 
indebted to them. I thought it was strange that the Vietnamese nail salon was 
next door and they didn't get hit. But who knows what they will do. The sad 
thing is the ones who get a legal license get a bad wrap because of those who 
don't follow the rules.

in Nails or Nailpro. Dont remember which. One the people I worked for at the 
time and I kind of raised an eyebrow to indentured servitude in the 20th 
century. Thought it was a stretch but maybe.  Then one day a guy was waiting to 
tan and we knew he was a county sheriff , struck up a conversation with us 
about that very fact.  He also told us they were under investigation for money 
laundering and prostitution.  That is all happening in good old conservative 
central PA.  imagine  how bad it really is in the big cities known for this 
stuff.

SOLON, OH (WOIO) - Could state agents have busted what is just the tip of the 
iceburg in a nail salon scam?
There is evidence that points that way. They swept in Tuesday in Solon and 19 
Action News was with them on the raid.
It is an investigation that involves false id's, licenses that were obtained 
illegally and possibly workers laboring long hours in slave labor conditions in 
return for passage to this country. There was one arrest Tuesday, with the 
promise of more to come.
Byron Ngo is suspected of illegally getting licenses for nail salon workers. 
Buying documents that claim they had hours of training necessary to get a state 
license when they didn't. Even having people take state exams pretending to be 
other people.
The concern is the public's health because improperly trained workers can 
create a breeding ground for all kinds of serious infections easily spread in 
nail salons.
There is an even greater concern, and that is that in some places there could 
be human trafficking in workers. A job for passage and board.
The key to the case isn't at any individual salon. It's at cosmetology schools 
like the former New Beginnings in Warrensville Heights. It's voluntarily closed 
and owners are cooperating providing investigators with a who's who in the 
scheme.
No reply at the co-owned salon next door to allegations that licensing hours 
were bought here. None from the owner either.
