Generally speaking when using UV Gel Polish over acrylic or gels, you will be filing them off. Soaking UVGP off over acrylic will break down the acrylic so that's a really bad idea :) No, you don;t need to use base. Do your final shaping, apply the color layers and cure. In this case you can top with any gel top coat. If you are only using UVGP, it is recommended you use a soak off top coat, hard gel top coats might cause the softer gel underneath to shatter.
