Right. Makes no sense. MO wants us to pay fees and not do anything for us for 
the fees. It's an attitude of, "we can't do anything about all the illegal 
manicurists working in the illegal salons so let's just legalize them all and 
then the salons will comply because all they have to do is pay a salon license 
fee to make their business legitimate and MO collects more fees. Win/Win." 

the problem with this theory is that the consumer is not protected. Someone can 
argue that the consumer doesn't care, they go to the illegal salon with the 
unlicensed manicurists now, but, sweeping the whole problem under the rug does 
not fix the problem. As a matter of fact it makes it even more difficult to fix 
the problem. There is no way to promote quality to the public if no license is 
required. No way to maintain a higher standard if there is no bench mark to 
define a higher standard. 

And what about manufacturers who sell to licensed professionals only? People in 
IL, KS, AK and  TN can just drive across the border, walk into a State Beauty 
Supply and buy Shellac, OPI and professional hair color to jack up people's 
hair and nails in the neighboring states as well.
